This is a phantom sac which it's not fertile or a bad clutch of eggs. Fertile eggs look bright yellow. Also wet paper towels as an incubator is not a good incubator IMO. The reason why is because it causes the eggs to be wet, which increases the chances of mold forming around eggs.
