weird bug and goo on rosemary plant

So our rosemary plant is now adorned with these white globs, I'm thinking it could be some sort of ootheca, but not sure. And I saw these little yellow bugs.

Here's a pic of the bug, its in the middle, my macro isn't the greatest, and I don't have any image editing software on this computer to crop or anything.


And here is a picture of the plant from farther away, you can see all the big white spots.


Any idea what this is? We've had that plant for years, and have never seen anything like this before. Its not on any of the neighboring plants, nothing else in the yard. An ID would be great, and a little info, like is the bug harmful to the plant, and if so, how do we get rid of it?

Although a closer pic would be good, it appears to be a hopper nymph

I'm guessing it's a species of spittle bug.
my sister called almost exactly when you posted this with the same idea.. That's most likely what it is... Any idea on how to get rid of them without pesticides? I did a google search and came up with tobacco, steeping it in water and making a spray...
I have plenty of neem oil, I'm wondering if that might do the trick...
