Stag beetle willingness to mate

I have been trying to mate my Palawan stag beetles for about 3 weeks or so now, but nothing seems to be happening. The male is too aggressive and the female is too skittish, do they just need more time or is there something that I'm doing wrong?

What's the substrate like you're keeping them on? The female may not want to mate because she doesn't feel there's a good place to lay her eggs.

oh I hadn't considered that. Typically I place them on some coco coir but I do have a white rot log and some beetle mat so I could try
