My Garter snake won't eat!

I bought a $10 garter snake from a reptile show 1 month ago for my kid, and this thing just won't eat. At first I figured it was about to shed and that's why it was refusing food. About a week and a half ago it shed it's skin, so I figured it would be hungry for sure. I've tried tiny feeder fish, medium sized, and large and it won't eat them. It will swim in the water or smell over it, but it won't open it's mouth and chase them like I've witnessed in the past. I also tried giving it earth worms and it won't eat them either. I had a garter snake for 10 years when I was younger and it always ate fish, can't understand why this thing won't eat. I have read that garter snakes only eat fish and earthworms, anyone know of an alternative to try?
