So I got this T maybe 2-3 months ago, I first put it in a cage too small, it was active inside the cage, then I rehoused it over the period of a month or more it made a web in the top corner, molted, and NEVER MOVED it stayed on top of its little web in the corner that whole time.

Then one day about a week ago its suddenly exploring its enclosure, walking down its log, webbing under its log, drinking water.

I'm happy about it for sure! but just baffled, was it staying in one spot due to pre- and post- molt?

Probably. In pre-molt a T is slowed down by the double exoskeleton and massive rear and post molt it is quite defenseless untill it hardens so from a survival stand point, neither of those times are good for casual exploring.
