Maybe female Lymantria sp.- some gypsy moth females are flightless. Or maybe Orgyia detrita- tussock moth, which also have flightless females. I think gypsy have wings that are useless and reduced but Orgyia have no wings to speak of like the critter in your photo.
Silkmoths have a flightless race too, convenient for sericulture. Not exclusive, I don't know my flightless moths that well though. Here is a website with a bunch of them, excellent moth resource:
