Is my female T mature?

I have a P. fortis female, she is still quite small, about 4.5" but her smermatheca seems dark already so I don't know.

Does look pretty dark. I would say mature.
Female tarantulas mature pretty early. In my experience they are often mature when only half their max size. So 3” legspan for many species. 4.5” for a pampho seems reasonable.

yes sir that is one female who is ready for the responsibilities of childbearing...well unless she eats the eggs then thats not very reasonable.
