how should i set up a communal tank?

P.imperator come from rather humid locales and can be set up as per the instructions in the sticky at the top of this forum. A.bicolor come from a rather more dry location and are not sympatric with the P.imperator. Thus, you would be advised to house them sperately, lest you kill one or the other due to improper conditions.
In general, it is not recommended to house multiple species together, though a few peopel have done so with great success. Usualy these types of communal housing are somewhat loyal to natural geography and consist soely of similarily sized sympatric species.
