I’ve seen in a lot of videos, specifically of people that have many many scorpions, that they seem to keep them in smallish enclosures and have no heat pad on them. Is it because most of these people are just regulating the room temp or are heat pads not necessary for all scorpions. Also, is a room temp of, say, 70 degrees ok to not use a heat pad?

Depends on what species of scorpion - and what the room ambient temperature is. Some species are very small, some can be upto 8 inches + Some species like temps. of 21 degs. C. Some like temps. of upto 35 degs. C.
There is NO " I have a scorpion and a spare tank chuck in some substrate of some kind and away you go " as some keepers tend to do.
