Take him to a vet if you're unsure but the patches look like unshed scales/skin to me. I thought the one on his back might have been a burn but that doesn't look to be the case with the scales on his head.

Also once the vet has seen him and he's better he could do with some substrate instead of that matting.

The yellow patch on the back was under single patch of shed skin that just fell off. That's new. Everything or person I talked to says you never use substrate for a bearded dragon.

You've talked to the wrong humans then. Have a good read at this.
