One heat pad should be enough to keep it hotter than 60f (depending on the enclosure and your house). How do you have the heatpad attached? You should place it on the back of the tank (not bottom) and insulate it. Use either emergency blanket (costs 99c) or styrofoam to keep the heat in.
I have 14 juvenile Emps in a 20g Long tank. You can always see a couple at any given time. I'll have to remove some as they get bigger, but I think it is going to be a great communal display.
