I keep mine in an incubator so I've experimented a bit with temps. At 80 it's between 5 and 6 weeks, 85 around 4 weeks, and 90 at around 3 weeks. That was all in a hovobator though so I'm not sure how that translates into bottom of the roach bin times but it should be pretty close.
It's normal for them to take well over a month depending on temp and humidity, so I wouldn't fret yet. I keep mine at 85 Fahrenheit in an incubator and it still takes 3-4 weeks for the majority to hatch.
This is what I do as well. I use heat tape rather than a mat, but the concept is the same. I do use a dimmer switch to maintain an acceptable temperature on the plastic because with heat tape it will get too hot.

There are water compartments in the incubator to keep up the humidity so you don't have to worry about putting the oothecas in moist peat moss or another medium...

I admit I haven't had sufficient sampling of Ts to satisfy any clear conclusion, but I also have had a nearly 50/50 split and perhaps even a little bias towards females.

The trick with lats is separating the egg cases before they hatch. You then can keep them in a humid container in the colony or incubate them separately.
