I usually always remove the heads of the mealworms when feeding her. She stay in a 3 gallon glass terrarium.

I think the enclosure isn’t too big and don’t be worried about it not burrowing it may take a bit for he/she to get used to it’s enclosure. Overtime the soil/ substrate should dry up a bit more which will help. Just make sure it stays in a room or area at the appropriate temperature.
