That looks nasty.
Whack the temps and humidity up realy high, cover the top of the enclosure in seren / cling wrap. After a 24hrs give it a small tug to see if it moves.

Have you tried a 'cooling of' period where you leave the scorp completely alone (except for water changes) for a couple of weeks, then try again?
If this dowsn't work, try demobilizing the locust (not nice but worth a go).
Are the locusts a good size (med/large sub adult)?

The first one looks to be female, judging by the genital partition being on the side of the pectines, the rest seem to be male. The pectine length may also back this up. The life span of an Emperor could be 8 - 10 yrs.
