Saw those for the first time a few weeks back when I took a trip to PA. It's a spotted lanternfly, if memory serves. I can't look up the scientific name at the moment, but I do know I have it posted on here somewhere. It's an invasive species, and you're supposed to report it if it's in an area that hasn't been quarantined yet
@Moakmeister I don't know if you're supposed to kill every invasive species you see (there's a lot of species that aren't native here and considered invasive, but not considered pests), but you're correct that this one is supposed to be killed. It's a very serious pest and has already done millions of dollars in damages. I can't believe I forgot to mention that
@PidderPeets Thanks for the identification! Just got done doing a bunch of research and apparently I live on one corner of the current quarantine zone and I saw them in Berks county, so no need to report it.

@Johnny Q No problem. It's at least reassuring to hear that you didn't find it in an area that's not yet quarantined. The ones I saw were also in Berks county, actually. And just like you said: you see one, and then you see THOUSANDS.
