I can't tell, but it seems like the dish is above the substrate considerably. I would submerge the dish into the substrate more so that it's a little "pond". I've noticed smaller Ts tend not to drink from dishes that are raised high above. They just "see" the container walls as a barrier, not a vessel containing water.
